20. Institutional arrangement
In order to make the implementation of the policy effective and to make the promotion and regulation of the industry sector based on efficiency and professional capacity, the existing institutions have been given the following institutional arrangement with the following institutional arrangement with competences, responsibilities and rights:-
20.1 Investment Board (Board Of Investment)
20.1.1 In order to provide proper priority, protection, support and commitment to large industrial investment, it is necessary to create an integrated policy, promotion work. (d) President, Federation of Nepal Chamber of Commerce and Industry Member
(n) President, Confederation of Nepal Industries Member
(T) President, Nepal Domestic and Small Industries Federation Member
(th) President, Nepal Chamber of Commerce Member
(d) Nominated by the Government of Nepal from among the experts in the industry (including 1 woman) Member – 4

२०.२.२ औद्योगिक प्रवद्र्धन वोर्डको काम, कर्तव्य र अधिकार ः बोर्डको काम, कर्तव्य र अधिकार देहायबमोजिम हुनेछ ः– p>
(a) Providing necessary support in the formulation and implementation of policies, laws and regulations related to the industrialization of the country.
(B) Maintaining coordination and harmony between policy level and implementation level of industrial policy.
(c) Provide guidance for industrial pollution control in a manner appropriate from the point of view of environmental protection and public health.
(d) To present suggestions and recommendations to the Government of Nepal and the Board of Investment after conducting an overall evaluation and accounting of the industrial sector.
(e) Resolve complaints and problems related to industrial facilities and concessions and give instructions to relevant agencies for implementation.
(f) To arrange industrial information center.
(G) Conducting necessary studies and researches to increase and encourage industrial investment.
(h) Other work, duties and rights of the ward will be as prescribed.
20.2.3 There will be a separate secretariat of the Industrial Promotion Board. The Secretariat will be managed by the Department of Industry.
20.2.4 The Government of Nepal may publish a notice in the Nepal Gazette and make necessary additions, reductions or changes in the members of the Board. 20.2.5 The board may invite any domestic or foreign expert or consultant to participate in the board meeting as an observer if deemed necessary. 20.2.6 Meetings of the BoardThe binding procedure will be as determined by the board. 20.3 Industrial Manpower Development Institute Industrial Business Development Institute, Butwal, established to provide training, management and consulting services of various types of trainers to develop the manpower and technology of government and private sector associations involved in the development of industrial business and to carry out research, training and productivity enhancement work. Institutions like Technical Institute, Domestic and Small Industry Training Center, and Skill Development Training Center will be established under a separate law to establish Industrial Manpower Development Foundation. 20.4 Industrial Area Management Authority The current Industrial Area Management Limited will be upgraded as a national level Industrial Area Management Authority by a separate law in order to carry out necessary programs to enhance the competitiveness of industries established in such areas including the expansion of industrial areas by improving the infrastructure and service management of industrial areas. 20.5 National Productivity Council A separate National Productivity Council will be established by institutional strengthening of the current National Productivity and Economic Development Center to carry out research, consultation, training and capacity building for productivity enhancement.
20.6 Department of Industry 20 .6.1 The current domestic and small industries department and the industry department will be integrated to form a single competent department so that the work related to the administration and service facilities of all levels of industry will be performed by one body. 20.6.2 Permitting of the industries mentioned in schedule 8 at all levels that require permission, industries that need to be submitted to the Ministry of Industry and Investment Ward for decision, except medium and large industries registration, administration and facilities related work, approval of foreign investment and technology transfer, records and administration and industrial The Department of Industry will also do the work of the Secretariat of the Promotion Ward.Capacity will be developed in such a way that the work will be done by the Industry Department. 20.6.4 The details of the work done by the Industrial Promotion Ward and Industry Department will be submitted to the Ministry on a quarterly basis and made public. 20.6.5 Industry administration work will be conducted by the Industry Department through its subordinate offices. 20.6.6 The Industry Department will be responsible for monitoring the operation of the industry, conducting programs for the rehabilitation of sick industries, coordinating at the implementation level and solving problems, etc. 20.6.7 The department may delegate the powers vested in it to the office of the Small Enterprises, Domestic and Small Industries Promotion Board in the district. 20.7 Single point service center A single point service center will be established in the industry department to provide the facilities, concessions and infrastructure services provided by law to the industry from one place without delay. The work, duties and rights of the service center will be regulated by law. 20.8 Nepal Quality and Weights and Measures Department 20.8.1 In order to ensure the quality of industrial products, the current Nepal Quality and Weights and Measures Department will be institutionalized and upgraded. Quality certification and monitoring of products produced by indigenous industries (except food and medicine) will be done by the department. 20.8.2 The Nepal Quality and Weights and Measures Department will be developed as the main body in the certification process of export goods. 20.8.3 Provision of additional technical manpower, laboratory and training center, as well as arrangements of regional offices and procedures and resources will be improved from time to time to strengthen and broaden the functionality of the department.
20.9 Intellectual Property Protection Office: /p>
Intellectual property protection office will be established with overall scope and responsibility related to intellectual property rights. This office will do the work of promoting and effective protection of intellectual property rights. 20.10 Office of the Registrar of Companies 20.11.1 Company RegistrationThe services available from the said office will be decentralized to different regions/district levels so that the office of the Trar can perform its functions in an efficient manner. 20.11.2 Regional level organizations will be expanded and networked so that the work done by the company registrar's office can be done at the regional level as well. 20.11.3 The company law will also be reviewed from time to time by organizing and strengthening the office of the company registrar. 20.12 Mines and Geology Department In order to make the operations of the Mines and Geology Department effective, technical manpower, material and financial resources will be provided as necessary, as well as regional offices will be arranged. 20.13 National Small Enterprises, Domestic and Small Industries Promotion Board and Domestic and Small Industries Development Committee 20.13.1 Small Enterprises, Domestic and Small Industries Promotion at the central level to remove the ambiguity between the agencies working in the promotion and administration of small enterprises, domestic and small industries Word" will be formed. (l) Representatives of women entrepreneurs in small enterprises, domestic and small industries - two persons
(d) Executive Director: Member Secretary, Small Enterprises, Home and Small Industries Promotion Ward 20.13.3 Functions, Duties and Powers of the Ward:—
(a) Providing necessary guidance in the formulation and implementation of policies and regulations related to the promotion and investment expansion of micro enterprises, domestic and small industries.
(B) To maintain coordination between the objectives and implementation level of micro enterprise, domestic and small industry policy.
(c) To recommend to the Government of Nepal if there is any change in the classification and classification of industries.
(d) If there is a request that any industry has not received the facilities and concessions provided by the Small Enterprise, Domestic and Small Industry Policy, it will be investigated and given instructions to the relevant agencies.
(e) To provide the facilities provided by this policy to micro enterprises, cottage industries and small industries through their offices.
(f) To delegate any of his work, duties and rights to the relevant offices as required.
20.13.4 The Government of Nepal may add or change the members of the ward by publishing a notice in the Nepal Gazette. 20.13.5 The ward may invite any officials or experts if deemed necessary. 20.13.6 Ward meeting will be held as per requirement. Other procedures related to the meeting of the ward will be wamojim if decided by the ward. 20.13.7 Any other government agency that has a direct impact on small enterprises, domestic and small scale industries should consult with this department through the Ministry of Industry while formulating and changing policies. 20.13.8 In order to make the promotion of micro-enterprises, domestic and small industries effective, the Government of Nepal may establish a "District Small Enterprises, Domestic and Small Industries Promotion Committee" under the chairmanship of the Chairman of the District Development Committee as required. p>
